Dog tote carrier

I often see women with very small dogs which they carry around in bags which resemble purses or tote bags. What are the breeds of dogs which are small enough to do this with? If someone could provide a list of a few, it would be appreciated.

I want an undercover looking bag. One that you won’t be able to know there’s a doggie in it.

If he was in a pet carrier/tote bag.. Maybe with a flap open so he can see.. Could you take him into a store like Target or Walmart? Or is it illegal?

I have a small chihuhua mix and I just bought this really cute dog tote but I’m not sure what places I can take him with me.
So far I can think of only the pet store and Old Navy ( where I bought the bag).
Any suggestions?
